Alert Creation Methodology

How and when do we create alerts in the platform

Alert Creation in Solace Secure:

  • Our alerts are based on 11 intelligence categories across 5 risk levels.
  • The purpose: Ensure the proactive and timely dissemination of information regarding events with potential security threats or impacts to our customers. These events may be forecasted, currently ongoing, or already occurred.
  • Goal: Enable users to take mitigating actions to reduce potential risks to your safety and security, operations or locations.

Operational and Intelligence Monitoring:

  • Our teams actively monitor global events and assess incoming information across a broad range of resources via open and closed sources.
  • A detailed evaluation and alerting matrix determines the nature and severity of incidents when we raise the alert.
  • Alerts are raised only after a thorough assessment and justification has been made.
  • Where events may not meet the criteria to raise an alert, it may be due to:
    • The event is too small or limited in scope to warrant an alert.
    • Although widely reported in the news, the event has limited or no specific risk or impact.
  • All alerts include practical travel advice according to the assigned risk of the alert.

Alert Distribution and Responses:

  • Automated systems notify relevant stakeholders upon alert creation, including administrators and general users of the platform.
  • Some situations may prompt an operational response from the Solace Global operations team, where this is included in the customer’s membership.
  • These responses are tailored to align with the alert’s assessed risk level.

Continuous Performance Review:

  • The intelligence and operations team regularly reviews its processes and performance to ensure we continue to deliver timely and effective alerting services.

The following is a summarised version of our alerting guidelines:

Category: Armed Conflict  

Examples: Military activity or deployments, weapons test-fires, border conflicts 

Negligible  - Rarely used for this category 

Low - Military drills with minimal risk to travellers or business, away from contentious borders 

Moderate - Military activity in contentious areas or weapon tests with no impact on business or travel but potential to 

High - Ongoing armed conflict, military operations near civilians, or conflict in contested areas with potential risk for widespread impact but no full-scale warfare 

Severe - Start of, and ongoing military clashes with civilian casualties, open warfare, foreign military operations, heavy weaponry use, or chemical/nuclear weapons deployed 

 

Category: Caution

Examples: Suspicious events where it is unclear what category it is, but occurrence is confirmed 

Negligible - Rarely used for this category 

Low - Minor incident with negligible impact, not easily categorized 

Moderate - Incidents such as building or area evacuations, security alerts, or unclear gunfire reports with limited impact on travel or business 

High - Serious incidents like active shooter alerts, explosions, or evacuations with potential casualties, and limited impact on business 

Severe - Catastrophic incidents causing fatalities, widespread business impact, or ongoing mass shootings with police operations ongoing 

 

Category: Civil Unrest

Examples: Protests, demonstrations, planned protests, potential for protests 

Negligible - Small, localised and peaceful protests with no impact on travel or business 

Low - Peaceful protests or rallies with limited impact on travel or business, and minimal potential for violence 

Moderate - Medium to large protests causing travel and business disruptions, with minor violence or crowd control, and a potential for further disruption or violence 

High - Large protests with clashes, significant disruption, some violence, and a high impact on business and travel 

Severe - Widespread riots and civil unrest, with violent clashes, fatalities, and a breakdown of law and order, posing a threat to life and property 

 

Category: Crime

Examples: Robbery, hijacking, scams, gang violence 

Negligible - Police arrests in low-risk cases or de-escalated event 

Low - Police arrests or operations causing minimal disruption to travel or business 

Moderate - Criminal incidents affecting travel or business, with limited threat to life and no ongoing danger 

High - Violent criminal incidents impacting travel, business, and posing a threat to life, with potential ongoing danger 

Severe - Major criminal incidents disrupting business and travel, with immediate threat to life and lawlessness 

 

Category: Environmental

Examples: Earthquakes, explosions, forest fires, hurricanes, droughts, famines, monsoons, large building fires 

Negligible - Storm system ended with no damage reported, normal weather conditions 

Low - Predicted weather with minimal risk of travel or business disruption, being monitored by authorities 

Moderate - Natural events (earthquakes, storms, flooding) causing some travel disruptions or damage but limited overall impact 

High - Strong natural events (earthquakes, hurricanes) causing significant damage, casualties, or travel disruptions, with warnings issued but regional or local impact 

Severe - Major natural disasters (earthquakes, tsunamis, hurricanes) causing widespread damage, fatalities, and prolonged disruption, with emergency declarations, including nationwide 

 

Category: Health

Examples: Disease outbreaks, significant events (i.e. Ebola, Measles, Zika) 

Negligible - Medical notice with minimal or no impact on business, travel, or the country 

Low - Medical update with limited regional impact, disease awareness for travellers but minimal effect on business or travel 

Moderate - Disease outbreak in areas with limited healthcare, limited casualties, or rural impact 

High - Serious disease outbreaks with fatalities, health system breakdowns with significant threat to life 

Severe - Endemic diseases causing widespread fatalities, collapsed healthcare systems, or a new pandemic 

 

Category: Maritime

Examples: Significant shipping incidents, naval blockades, robberies, port closures 

Negligible - Maritime event with minimal impact on travel or business 

Low - Maritime operations with limited impact on business, politics, or travel, or the resolution of a past incident 

Moderate - Maritime incidents or weather causing moderate disruption to operations, travel, or business, such as port closures 

High - Unplanned port or canal closures and significant maritime incidents causing major, prolonged disruptions 

Severe - Major naval disruptions or maritime incidents with extreme impacts on life, business, and the environment 

 

Category: Piracy

Examples: Suspicious approaches, pirate attacks, vessel hijacks, kidnappings 

Negligible - Rarely used for this category 

Low - Arrests of criminals at sea with minimal impact on operations 

Moderate - Piracy incidents with limited impact, no casualties or hijackings, and arrests in piracy-prone areas 

High - Piracy incidents posing a threat to life, with counter-piracy operations underway 

Severe - Piracy incidents in unexpected areas with life-threatening risks, including armed hijackings 

 

Category: Political

Examples: Elections, coups, government decisions or announcements 

Negligible - Elections in a stable democracy with peaceful rallies and minimal impact on business or travel 

Low - Elections with minor disruptions, no significant violence, and limited impact on business or travel, mitigable with alternatives 

Moderate - Elections or political events with instability, localised disruption, and short-term impacts on business or travel 

High - Elections or political developments with violence, widespread unrest, significant business and travel impact 

Severe - Coup, revolution, or widespread political violence causing governance collapse 

 

Category: Terrorism

Examples: Small arms attack, IEDs, kidnap, hostage situation, mass casualty attacks, terrorism warnings, states of alert 

Negligible - Rarely used for this category 

Low - Terrorism threat remains, but with a reduced risk and no active incidents 

Moderate - Terrorism arrests made, attacks with no casualties, or ongoing general threat with unchanged risk 

High - Terrorist attacks or threats in urban areas, clashes with military/police, or ongoing militant activity with likely casualties 

Severe - Ongoing and active terrorist attacks in urban areas with casualties, potential for follow-up attacks, and unclear status of perpetrators 

 

Category: Travel Information

Examples: Severe traffic delays, airport closures, transport strikes 

Negligible - Ended road closures or general information with minimal impact on travel 

Low - Minor travel disruption or vehicle accidents with injuries 

Moderate - Significant road closures, airport disruptions, strikes, or accidents causing travel delays but limited impact overall 

High - Major disruptions from road closures, airport shutdowns, large-scale strikes, or large accidents with potential casualties and significant travel impact 

Severe - Complete shutdown of major transport hubs, major accidents with fatalities, and travel bans causing extreme disruption
